Spend 3 Advantage to grant an ally one additional Action Point for the turn. EA list the effect among the things Advantage buys without attributing it; a previewer used it as Hawks, naming the cost as he spent it.

Build value
Why it matters when you are planning a squad
The only confirmed way to add AP to a turn, and now with a price on it: three Advantage buys one Action Point. Whether that is a good trade depends entirely on who receives it — an AP spent by a Padawan mid-combo is not worth the same as one spent by a recruit with a pistol. Because it belongs to the Operator every story mission requires, every squad has to budget around it.
