What that means when you are planning
Bonds climb through named tiers. Previewers reported three of them — Low, Neutral and High — and the pre-release trophy list adds a fourth above those: Very High. The name comes from achievements asking the player to reach it with specific pairings.
Ten pairings are evidenced to get there, including Hawks with each of the six other authored Operators, Trick with Luco Bronc, Kabb with Jae, two Custom Operators, and two Astromechs. That last one matters more than it looks: it establishes that droid-to-droid relationships progress at all.
Treat that list as ten things that are possible rather than as the complete set. A trophy list is a selection somebody chose to write, and nothing states that other pairs cannot reach the same tier.
Whether Very High is the top of the ladder or the step below it is unpublished, and so is the maximum-Bond Passive Ability that the highest tier grants.
