What that means when you are planning

Four is the squad limit, and on story missions one of those four is Hawks — so the real decision is three slots, not four.

That constraint is what makes composition matter more here than roster size would suggest. There is no room for a specialist who only contributes in one mission type, and no room for two Operators competing for the same Advantage.

Four is the standard limit rather than an absolute one. EA say certain missions give you additional characters to control — so the number you command in a given fight can exceed the number you chose. Plan a squad as four; do not plan a mission around the extras, because nothing states which missions grant them or what they are.

  • Which missions grant additional characters, how many, and whether you choose them or they are assigned.
  • Whether the standard limit of four itself can be raised at any point.

On story missions, yes. Skirmish missions allow any combination.
Can you build a full squad of astromechs?
Yes, on skirmish missions — but not on story missions, because Hawks is required there. A pre-release achievement requires completing a mission with four astromechs.
