Mechanism
Why it works
A Droideka's ray shield deflects ordinary attacks entirely and regenerates 46 points each round, so a squad that cannot out-damage the regeneration cannot get through it at all. The shield drops only while the unit is moving, which is why Overwatch is the third counter named alongside these two.
The Ion Modulator and the Droid Popper are the only two items anybody has published as doing increased damage specifically to ray shields. One is fitted to a weapon and one is thrown, so they are not competing for a slot: a squad can carry both and apply both on the same turn.
That matters because the two failure modes are different. The mod applies on every attack from one Operator, so it scales with how often that Operator shoots. The grenade applies once, from anyone, and does not care where they are standing.
Cost
What it gives up
A Weapon Mod slot and a Utility slot, both spent on a counter to one enemy type. Against a mission with no droids in it, the squad is carrying two dead items — and the Utility slot is the more expensive of the two, because an Operator starts a campaign with only one.

The retail game is out. These are the points we have not yet reproduced or measured reliably enough to state as fact — recorded rather than guessed at.
- How much extra damage either item does. "Increased" is the source's word for both and neither is a figure.
- Whether the two stack on the same target in the same turn.
- Whether the Ion Modulator's bonus applies to droids generally or only while a ray shield is up. That is the difference between a niche answer to one enemy and an anti-droid mod for a campaign full of them.
- Whether the Ion Blaster Utility does the same job as the Droid Popper, in which case a squad may be carrying one answer twice.
