What that means when you are planning
Partial and full cover both reduce the chance of being hit, and destructible cover means explosives can remove that protection outright instead of forcing you to flank around it.
That gives grenades and the Soldier's rocket a second job beyond damage — they are a way to make everyone else's shots land. Several abilities strip cover by displacement instead: Force Push and Shockwave move enemies out of it, and Cly Kullervo's jetpack landing scatters whatever it lands among.
