What that means when you are planning

In tactics games with a hunker option, the last Action Point of a turn has a safe default. Here it does not — the choices are to act, to reposition, or to set Overwatch, and doing nothing gains you nothing.

That single omission does more to shape turns in this game than most of the systems that get discussed more. It pushes every turn toward committing.
