What that means when you are planning
The Deluxe Edition's published contents are the Grand Army of the Republic cosmetic pack, the Shadow Collective cosmetic pack, and five exclusive painted weapon themes. Every item on that list is cosmetic, and an early-access window is the kind of thing a pre-order page sells rather than omits.
This is stated as an absence rather than a denial, and the distinction is the honest one: EA have not said there is no early access, they have published a contents list that does not include it. Those are different claims with different shelf lives. If a paid early-access window is announced, it will be a change to /release-date rather than a correction to this answer.
The pre-order bonus is a separate thing and is granted on both editions — the Crystalline Astromech Cosmetic Pack — so it is not a reason to choose one edition over the other either.
What we don't know yet
The game has not been released. These are open questions we have chosen not to guess at.
