What that means when you are planning

This is the single most useful thing to understand early. The two pools are separate, and an Advantage ability is additional to what three Action Points already buy — not paid for out of them.

There is one documented exception in the other direction: the Scout's Ambush costs an Action Point and consumes the Advantage pool. It is an Ultimate that spends both, which is why identifying Ultimates by cost type gets it wrong.
