What that means when you are planning

That is the trade the mechanic is built around: you give up acting now in exchange for acting on the enemy's turn. It is not a way to spend a leftover Action Point and continue.

It also means Overwatch has to be decided before you commit the rest of the turn, not after — which is why the ordering freedom that Action Points allow matters more than it first appears.
