Mechanism
Why it works
Identify Weakness applies Vulnerable to an enemy, and the next attack against that enemy critically hits. This is a guarantee rather than a raised chance, which is what makes it worth saving for the squad's largest hit rather than spending on its next one.
Precision Shot cannot miss and carries a critical damage bonus reported at +50% at maximum rank. Stacking a guaranteed critical onto an attack that is already guaranteed to land removes both rolls from the squad's biggest single hit.
The developer recommends the setup explicitly, which is why it is recorded as an evidenced interaction rather than an obvious combination two abilities happen to permit.

Two Operators and two actions spent on one enemy. Against a group, the same Action Points spread across several targets almost certainly do more.

- Precision Shot's +50% critical damage figure is one previewer's screen reading, and it is the number this pairing is argued from.
