What it does
A passive. Any enemy the Scout damages with a blaster becomes Spotted, and Spotted removes the hit-chance penalties that distance and smoke would otherwise impose on attacks against that target — for every Operator, not just the Scout.

Why it matters when you are planning a squad
This recasts the Scout entirely. It is not a mobility pick — it is the squad's accuracy enabler, and it pairs specifically with the attackers that suffer most from range penalties: Sharpshooters, and anyone watching a wide, far-placed Overwatch cone. The smoke interaction is the sharpest part. Your own smoke normally penalises your shots through it as much as the enemy's; Spotted cancels that, turning a mutual cover trade into a one-sided one.
