What that means when you are planning
You are not discovering the map as you go, which changes the shape of a turn considerably — there is no scouting move made purely to reveal what is ahead.
Line of sight and mission structure still limit pure long-range strategies, so visibility is not the same as reachability. And the Scout's Spotted effect still matters: it removes range and smoke hit-chance penalties against a target, which is about accuracy rather than about seeing the enemy at all.
