This one cannot be upgraded. Every Specialization has one passive that is fixed at the value above — the Heavy has two — which is why a class with four abilities shows three rows in the Focus Tree. No Focus Points make it better.

Why it matters when you are planning a squad
The third free-vertical-movement passive in the game, after Tel-Rea's and Cly's, and it makes the same point about all three: the Operators who cannot take a standard Specialization are also the ones who ignore the map's vertical geometry. For the astromech it matters most, because its abilities are proximity-bound and rooftops are where the Sharpshooter it wants to hand Action Points to is standing.
