What that means when you are planning
No other Operator can be given the class, and she cannot be given one of the eight standard Specializations. That makes her a fixed point in squad composition rather than a slot you fill — she is either in the squad with her kit, or she is not in the squad.
Anakin Skywalker is named as a Jedi General whose mission crosses the squad's, which is a story appearance rather than a recruitable Operator.
