What this Talent is actually for
The Talent with no condition attached, which is its whole case: it costs no Action Point, needs no target and never has a mission where it does nothing. Defense is flat subtraction from every incoming hit, so +2 is worth far more against a swarm than against one large attack. The max rank quietly turns it into an offensive Talent too, which suits the Operators that were already going to be in melee range.

Bull Rush is a melee attack that cannot miss, so +4 melee damage is applied on every charge with no accuracy risk attached.
- Heavy
Defense stacks flatly, so +2 on top of Heavy Armor Training and Bulwark is what pushes a Heavy past the point where common enemies can hurt it at all.
- Soldier
Brutal Strike is melee and its final rank stuns, so the extra melee damage rides on an attack that is already the Soldier's control tool.
